Clearly, I have too much time on my hands, and yet when this came to me, I thought it was pure genius. What if Quentin Tarentino used "The Autobiography of James Bond" as his movie with Pierce. Copyright can't be a problem because nobody, not Eon not the IFP said anything when it was published in the seventies, so it's all clear now. So, Pierce makes a movie about Bond, reflecting on his life at what he thinks is the end of his career. Certain scenes never filmed can be done, as well as little nods to movies Pierce never had the chance to play (Oh to see him act out what was really "A View to a Kill" but was filmed as "The Living Daylights.") Of course, certain things would have to be changed -- Bond's work in the military would have to be in Vietnam, or against the IRA for example -- but this can be done my dear.... And wouldn't it be sweet to watch Pierce and Quentin have this masterpiece, while Bond 21 is DOA?

Books rights and film rights are two different things. EON own the film rights to the character of James Bond which is why the IFP couldn't do any of those young Bond films if they wanted.
The only film Bond rights that had been outside of EON's control had been McClory's claim on Thunderball and Casino Royale (because they'd be specifically sold or settled away) but lawsuits have ended the first and EON now own the later.
